Just to correct a little, "Subscriber's signature" is enough in your case.
"Supervisor's signature" is requested mostly for student users.
In addition the colleagues you mentioned should send the same applications.

If a user want to use resources at KISTI-GSDC site, he/she should fill the application form up.
After receiving this form with his/her supervisor’s signature, I will ask GSDC admins to create the user account. 
And then I will let him/her know this.
