Adjust orientation of SF cap.

Find/attach cable clamps for SF.
Hook SF-BF rod (with hex cable clamp).
- Reroute in-vacuum cables up to SF level; add in-vacuum extension cables if necessary.
- Suspend BF/IRM/IM/RM/BS; re-ballast and re-trim as necessary.
Confirm weight of BF/IRM/IM/RM/BS.
Complete final ballast mass design.
