The best way is that you reserve hotel near Toyama station. There are a lot of hotels, shops and restaurants there. It takes about 20 minutes from Toyama station to University of Toyama by tram or bus.

I am not so sure that staffs of hotels can speak English because I have never asked something at Japanese hotels in English. In some hotels, you can ask in English. But I am afraid that such hotels are expensive.

If you would like to be sure that staffs can speak English ...

• ANA Crowne Plaza Toyama (Japanese,English). It is slightly far from Toyama station (15 minutes on foot). If you arrive from Toyama airport by bus, the nearest bus stop is "Sogawa". The bus to the airport stops in front of this hotel. When you go to University of Toyama, the nearest Tram station is "Marunouchi". You take tram (2line) for "Daigakumae (In front of University of Toyama)" and get off at "Daigakumae". Tram departs every about 10 minute.
