KAGRA Filter Cavity Kick-off meeting

Abstract
This is a project to install a filter cavity into KAGRA. It is not funded yet, but we should start preliminary design studies to prepare for the time when a fund is available. This meeting's purpose is to gather interested people and identify potential tasks to start this project.
